Does a magnetic field produce a magnetic force on stationary charges?

According to lenz's law the emf produced in a closed loop is directly proportional to the rate change of flux through it.now for the emf to be induced in the coil a magnetic force has to act on the charges present in the coil .since the coil is stationary the charges in it are also stationary.now how can a magnetic field exert a magnetic force on these charges and that too longitudanal to the length of the coil?
