What to do about a HUGE bear in the neighborhood?

Last night I was awaken by a clatter, I ran to the door and looked out. There was a HUGE bear on my back porch eating dog food from the rubbermaid dog food bin. I yelled and yelled, the dog was barking but the bear just glanced at us then slowly lumbered off towards the road. I live in a area where typically there is no bears. Ten miles up the mountain you will find bears. I suspect he has been here before. The bin has been messed with and the trash has been dumped. We suspected raccoons, not bears. So now I am putting the dog food and trash cans inside. I called animal control and was told they don't have anyone. They gave me a number of a state wildlife agency. Called them and they said there guy was on leave for 3 months. This was a bear the close to the size of a VW bug. What precautions should I and my family take. Should I warn the neighbors? Will it move on or will it stay in my neighborhood? Can I shoot at it? I had the windows and front door opened last night (screens in place). The bear came to the back door. The only reason that door was shut was because there is no screen. He could have been in my house! Is there an agency that would trap this bear and relocate?
