Is the organization "Al Qaeda In Iraq" officially defeated?

The latest terrorist attacks seem to have originated from Muqtada al-Sadr, who has returned from Iran and attacked American troops, in order to show that he is helping to remove American troops from Iraq even though we announced long ago we would withdraw. Regardless of whether Al Qaida still exists in Iraq, there will be terrorist attacks there as each ethnic group fights for its share of political power, territory and oil revenue.
